The National People’s Congress held last March has marked the introduction of major reforms of several cabinet level ministries, which foresee to reassign environmental responsibilities that at present are scattered among different government departments, to being concentrated into two new ministries: the Ministry of Ecological Environment (MEE) and the Ministry of Natural Resources (MNR). These will act as natural resource owner and –manager and pollution controller, respectively. Reflecting the growing importance of environmental affairs in Chinese policy-making, the cabinet level reorganisation aims to boost governmental efficiency for advancing sustainable development, as initially laid out in a 2015 master plan for institutional reform to realise ecological civilisation.
