As one of the largest contributors to greenhouse gas emissions globally, the construction sector holds immense responsibility and potential to reduce its footprint by incorporating green-building technologies. One such technology is “Plus Energy”, that produces more energy than the building uses, through photovoltaic panels. Rizhao meaning “city of sunshine” in Chinese, a coastal city in Northern China, has half a million square meters of solar panels. Its success in implementing solar power at a large scale can be adhered to government policy encouraging solar power and its research and development, political will and the uptake by local solar panel industries. GIZ’s Urban Nexus Project (2013-14) in Rizhao encouraged the use and supported the setup of photovoltaics in the city to create Plus Energy homes.
